HR Excellence in Research
The main aim of the Human Resources Strategy for Researchers is to continuously improve the conditions of employment and recruitment of researchers in European institutions. The determinants of the strategy are the following documents: „The European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers,” which contain the basic principles to be followed by R&D institutions (both public and private) and research funding organizations. Institutions that effectively implement the principles of the Charter and the Code are awarded the „HR Excellence in Research” label by the European Commission.

The Senate of the John Paul II Catholic University of Lublin, on the basis of § 30 para. 1 pt. 6 of the Statute of the Catholic University of Lublin expresses a positive opinion on taking action regarding the introduction at the John Paul II Catholic University of Lublin of the principles and recommendations of the "European Charter for Researchers" and the "Code of Conduct for the Recruitment of Researchers" and efforts to obtain the European distinction "HR Excellence in Research".

The University's HRS4R Administrator sent to the EC the "Declaration of Support and Commitment to the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (Charter and Code: C&C Endorsement)", signed by the Authorities of the University.

The C&C Endorsement statement has been accepted by the EC. Accordingly, the University will develop a Gap Analysis, OTM-R, Action Plan, Process Description by 31.07.2022.

01/01/2022 - 30/06/2022
Meetings of the HR Excellence in Research Coordination and Management Team and individual Working Groups I-IV took place between 1 January and 30 June 2022. The work of the appointed teams resulted in the following: a survey report developed by the Team of the KUL Centre for Social and Economic Analysis, Gap Analysis, OTM-R survey, Action Plan and Process Description.

The University's HRS4R Administrator has submitted, via the EURAXESS platform, to the EC the following documents: Gap Analysis, OTM-R survey, Action Plan and Process Description in order to obtain the European award "HR Excellence in Research". The formal and substantive evaluation of the submitted documentation is currently underway.

As a result of the Initial Assessment based on the documents submitted (Gap Analysis, OTM-R questionnaire, Action Plan and Process Description), the EC recommended major revisions according to the EC Consensus Report.
24/01/2024
From 1 March 2023 to 19 January 2024, the HR Excellence in Research Coordination and Management Team, along with individual Working Groups I-IV, convened in multiple sessions. During these meetings, new members were inducted into the working groups, and focus group interviews were systematically conducted. The collaborative efforts of these teams culminated in the revision of key documents, essential for the application process of the HR Excellence in Research award.
On 24 January 2024, these documents were submitted for re-evaluation.

As a result of the Initial Assessment based on the documents submitted (Gap Analysis, OTM-R questionnaire, Action Plan and Process Description), the EC recommended minor revisions according to the EC Consensus Report.

In order to improve the quality of key documents which are essential for the application process of the HR Excellence in Research award, the University has conducted a new survey between March and April 2024. The enclosed report summarises the research results

On August 30, 2024, KUL has received “HR Excellence in Research Award” distinction awarded by the European Commission to research institutions as part of the Human Resources Strategy for Researchers (HRS4R).
The distinction confirms that KUL is characterized by a friendly research work environment and implements transparent principles of recruitment of research employees (Polish and foreign ones), as well as a commitment to constantly improve standards in this area and readiness for re-evaluation of implemented activities by foreign experts appointed by the European Commission in 2026.
